奥巴马政府《投资于美国的未来:职业技术教育改革蓝图》的出台背景、核心原则与亮点

On the Background,Core Principles and Highlights of Investing in America's Future of Obama Government:Blueprint for Transforming Career and Technical Education

针对《柏金斯法》存在的弊端和不足,结合国家经济发展战略转变、劳动力市场用人需求以及学生的教育需要,奥巴马政府出台了《投资于美国的未来:职业技术教育改革蓝图》。《改革蓝图》建议本着四条核心原则改革、重塑美国职业技术教育,其要义是在"对接"、"合作"、"问责"以及"创新"努力中推动"平等"、"高质量"理念得以贯彻落实,以确保更多学生有机会接受高质量的职业技术教育。《改革蓝图》中有不少可圈可点之处,值得我国关注与借鉴。

In view of the shortcoming and deficiency of Perkins Act, Obama government issued “Investing in America’s Future： A Blueprint for Transforming Career and Technical Education”. The blueprint suggests that American career and technical education be transformed and reshaped with the guide of four core principles, which gist is to promote equity and quality across the effort of alignment, collaboration, accountability and innovation in order to ensure that more students have access to high-quality career and technical education. There are many remarkable points in the blueprint, and these highlights is worthy of following and reflecting.
