摘要
2007年至2013年,环保部7次向有关经济部门提供了《环境保护综合名录》及相关政策建议。国家相关部门以《环境保护综合名录》为重要依据,在出口退税、加工贸易及安全生产监管等政策调整中,对"双高"产品采取了限制措施。《环境保护综合名录(2012年版)》共涉及46个农药产品和3个产品的工艺。结合农药行业的特点,分析了列入2012年《环境保护综合名录》中46个产品的现状和名录发布后对农药行业的影响,并提出了相关政策措施建议。
From 2007 to 2013, Ministry of Environmental Protection（MEP） has provided the Comprehensive Inventory of Environmental Protection and related policy recommendations to relevant state departments for seven times. According to inventory, relevant state departments adjust the policies on export tax rebates, processing trade, production safety supervision, and so on. The Comprehensive Inventory of Environmental Protection （2012 Edition） includes 46 high pollution and high environmental risk products and production process of 3 products. This article analyzes the status of the 46 products, the impact on the industry caused by the said inventory, and proposes related policies and measures.
