治理理论视域下的我国海上搜救管理体制创新

Innovation of Management of Maritime Search and Rescue in China from Perspective of Governance Theory

为应对我国海上搜救管理体制在组织结构、权责关系、管理机制、制度体系等方面存在的亟待解决的问题,引入治理理论。该理论是一种新兴的公共管理范式,为现代公共管理提供了一种新的认识图式和组织框架,其核心思想在于多元主体对公共事务的共同参与,对我国海上搜救管理体制的创新具有借鉴意义。提出整合政府和社会的力量,实现由传统的一元管理到多元治理的转变,以更好地应对日益复杂化的海上突发事件。

The theory of governance is introduced to improve the management system of maritime search and rescue in Chi- na. The theory of governance is useful in innovation of the management system because, as a new public administration model, it provides a new perspective to the management as well as the framework for the modem public administration. The core idea of the governance theory, the co-participation of muhi-subjects in public affairs is suggested in innovation of mari- time search and rescue management system in China. It is proposed to integrate the government with social forces and trans- form the unitary management into multi-governance to cope with the growing complexity of maritime events.
