摘要
从资源、能力、设施、使用、环境5个维度建立水贫困指数体系,选取27个评价指标,将二级评价指标原始数据进行标准化处理,运用层次分析法(AHP)计算权重,采用WPI模型测度了铜川市2008~2011年的水贫困水平。结果表明,铜川市在2008~2011年间水贫困得分总体下降,由0.79下降至0.16,呈现出向有利方向发展的趋势,2009年在能力和环境方面出现波动上升。设施和使用方面形势仍然严峻,在得分柱状图上该区的"短板"因素和年际变化得到了直观反映。研究结果可为水贫困评价指标体系构建提供基础,为黄土高原地区水资源科学管理提供理论依据。
From the resources, capabilities, facilities, use, environment five dimensions to establish water poverty index system, selection of 27 evaluation index, evaluation index standardization of original data to the secondary processing, using the analytic hierarchy process (AHP) to calculate the weight, WPI model is adopted to measure the Tongchuan City water poverty levels of 2008 -2011. Results show that the Tong- chuan City during 2008 - 2011 water poor scores overall decline, fell to 0.16 from 0.79, showing a trend towards good direction, 2009 rise in volatility in terms of ability and the environment. Facilities and use of the situation is still severe, the score on the histogram of the " short board" factors and got intuitive reflect the interannual variability. The research results can provide water poor evaluation index system construction to provide the foundation, so as to provide theoretical basis for scientific management of water resources in Loess Plateau.
