摘要
面向建设用地动态监管工作内容,按照"批、供、用、补、查"的业务全流程、全覆盖监管要求,研究了建设用地动态监管技术理论框架,通过整合监管主体、监管环节和内容、监管技术手段和监管系统平台,提出了空地协同的建设用地动态监管技术模式,纵向上实现国家—省—市—县四级联动,横向上实现建设用地全程动态管理,最终为建设用地管理全业务、全流程的信息化监测与监管提供技术支撑。
This paper oriented the work of full and dynamic supervision of construction land, supervising the land use process which included approval for land use, land supply, land utilization, supplementary cultivated land, land supervision, and orient the request all standing supervision by four level administrative department. Those were country, province, city, countystudies on the theoretical framework of air-ground cooperation for full and dynamic supervision of construction land, and refined the process of the technology. Via integration of supervision body, supervision process and content, supervision technology, supervision system, a technology mode of full and dynamic supervision of construction land was proposed, which realized country,province, city, county, four level linkage on lengthways, and full and dynamic manage construction land on crosswise. At last, the results offeted the technology support for construction land all- service, all process information supervision.
