我国罗非鱼产业布局、产业结构政策研究

Research on Tilapia Industry Policy of China

政府在推动产业发展中起着引导、扶持、协调和服务的作用,政府通过制定相应的产业政策来有效扶持产业的成长和发展,优化产业布局和产业结构,实现资源的高效配置。罗非鱼产业政策是引导、保障和促进罗非鱼产业健康可持续发展的重要手段。论文从产业布局政策和产业结构政策两个维度,按照罗非鱼产业政策的萌芽期、成长期和发展期三个发展阶段对2003年以来我国罗非鱼主产区的产业政策进行归纳、分析和评价,最后提出了相应的政策建议。

The government plays a role in promoting the industrial development ot guidance, support, coordination and service, through formulating appropriate and effective industrial policy to support the growth and development of the industry, optimize the industrial layout and structure so as to achieve the efficient allocation of resources. Tilapia industry policy is an important mean to guide, protect and promote the healthy and sustainable development of tilapia industry. From the two dimensions of industrial layout policy and industrial structure policy and according to the three periods of germination, growth and development, we summarized, analyzed and evaluated the industrial policy made by major tilapia producing areas in China since 2003 and we finally put forward the corresponding policy recommendations.
