基于外部性视角的绿色建筑后评估思路及路径选择

Post-appraisal and Path Selection of Green Building Based on Perspective of Externality

绿色建筑具有显著的外部性特征,基于绿色价值,利益相关者之间形成了交互关系网络。建立了一个外部性分析框架,绿色建筑的发展以消费为导向并面向运营使用阶段,对绿色建筑的评价应注重后评估,并遵循全寿命周期和外部性内在化原则。基于外部性,评估目标可分解为运行、转化和利润效率3个目标,绿色建筑发展的路径选择可以从公共绿色建筑的示范建设、促进市场化进程、明确政府职能定位、提高公众认知与参与以及完善后评估体系建设等5个方面加以分析。

With particular character of externality of green building,stakeholder network of green building.is come into being based on the green value. By establishing an analysis framework of externality,it is considered in this paper that the development of green building is oriented to the consumers and led to the stage of operation and use. Evaluation to the green building must emphasize on post-appraisal,which should follow the principle of all-life circle and internalization of externality. Based on the externality,the appraisal goal can divided into operation efficiency,converting efficiency and profit efficiency. The path selection of green building＇s development can be analyzed with five aspects：the demonstration construction of public green building,promoting the process of marketing,define the government function,enhancing the public＇s level of cognition and involvement,perfecting the construction of post-appraisal system.
