福利国家不平等和二次分配的原因——基于福利国家分配系统视角

The Causes of the Inequality and the Redistribution of the Welfare State from the Perspective of the Welfare State Distribution Regime

福利国家改革过程中,阶级冲突和二次分配之间构成了一对悖论。本文试图从福利国家分配系统切入,通过探讨福利国家改革中不平等和二次分配之间的关系及其产生的原因,为这对悖论背后的机理提供一种解释。经研究我们发现,福利国家生产系统的市场属性、权力资源对比和市场经济制度差异,均对福利国家的不平等和二次分配程度的差别产生不可忽视的影响。不平等和二次分配问题的探析,对我们运用何种方式处理社会贫富悬殊这一普遍性的社会问题,具有重要的意义。

The class conflicts and the redistribution constitute a pair of paradox during the wel- fare state reforms. The article intends to explain the mechanism of this paradox from the perspec- tive of the welfare state distribution regime by discussing the relations of the inequality and the redistribution in the welfare state reform and its causes. We finally find that the market attribute of the welfare state production regime, the power resource gaming and the market economy dif- ferentiations, all make great differences of the welfare state inequality and the redistribution.
