当前我国户籍制度改革存在的问题及对策

随着市场经济不断发展,我国城乡"二元"户籍制度已难以适应新环境。尽管多年来户籍改革一直在进行,但仍然存在诸多问题:等级身份、劳动力资源浪费、人户分离及一人多户等,这根源于我国以"城市中心主义"为发展理念。随着新型城镇化的推进,户籍制度改革已势在必行,要加紧完善户籍立法,逐步实现城乡公共服务均等化,大力推进新型城镇化建设,积极推动户籍管理的规范化和信息化,并改革农村土地制度,以推进我国新一轮的户籍制度改革。

With the continuous development of market economy, China’s “dual” household registration system has found it difficult to adapt to the new situation. The household registration reform has been going on for years, but there are still many problems： Graded status, labor resources waste, and separation of individual and household. These are rooted in the concept of “city-centrism”. With the advancement of new urbanization, the reform of the household registration system has become an imperative. Efforts must be made to step up the legislation of household registration, gradually achieve the equalization of urban and rural public services, vigorously promote the new-type urbanization, actively promote the standardization and information of the household registration management, and reform the rural land system.
