The Pattern of and Path to the Regional Economic Integration of the SCO Member States

国际政治模式与意识形态面临调整、"丝绸之路"经济带的战略规划、世界经济多元化的发展为上合组织区域经济一体化提供了发展空间。影响因素表现在成员国、地缘、经济互补性及文化习俗兼容性等方面。短中期发展中其模式将以"主导—参与型"为主要特征,长期发展中将以"主导—参与型"逐步向"溢出—合作型"模式过渡。其路径设计可以从单项—–多项合作项目、有限领域——多领域、边境口岸——成员国之间的全面合作、一个双边——多个双边——多边的区域经济一体化出发,保障其实现的机制主要体现在构造利益让渡机制、强化合作动力机制、畅通信息沟通机制几个方面。

International political pattern and ideology faces adjustments. The strategic proposition of New Silk Road Economic Belt and the development of the diversification of world economy offer room for the development of regional economic integration. This paper determined the influencing factors： member states, geopolitics, complementary economy and cultural compatibility. In the short-medium terms, the pattern is characterized by leading-participating, and, in the long term, spillover-cooperation. The path to such an integration can be single-multiple cooperation, restricted-multiple fields, border port-member state cooperation, and one bilateral-multiple bilateral-multiple regional economic integration. To guarantee their realization, mechanisms of interest assignment, reinforcing cooperation drive and smoothing information communication must be established.
