This paper, through the analysis of the status quo in Henan textile industry, presents the noticeable problems directly concerning the measures of system, reorganization and transformation;organionzes the supervision system and the creation system of state enterprises;and also deals with the relationship between the enhancement of state enterprise management and the 'Three Reforms'as well as some key links which are to be attended to.
