电信运营商光纤宽带接入网资源共享策略探讨 被引量:2

摘要 首先,阐述了电信行业有线宽带接入网重复建设和总体产能过剩等现实问题,以此引出相应资源共享的必要性;其次,基于光纤宽带接入网络模型,提出了资源开放共享的范围和4个主要分界点,以此详细地分析了驻地网新建区域、既有区域和小区外资源的共享策略,并着重分析了既有区域独家进线和多家进线等场景下的共享策略;然后,在深入分析开放共享各种影响因素的基础上,提出了共享资源价值的评估原则、方法和各场景下资源出租定价标准的选择建议;最后,对市场监管政策提出了相关建议。 It briefly discusses the necessity of the free broadband access network resources sharing, analyzes the open fiber-optical broadband access network resource sharing scope and its feasibility, probes into the new home network area, both regional and community resources open sharing strategy. It discusses the resource value evaluation principle, the pricing methods and the scene resources rental pricing standard selection. Final y, it gives market regulation policy suggestions.
