能源与生态环境协调发展原则、国际能源合作原则、节约优先原则是保障能源安全原则的应有之义。能源普遍服务仅存于能源供应与服务之中。能源统一管理和能源管理体制的规定相差无几。因此,《能源法》(征求意见稿)基本原则的增删和保留在所难免。以此为契机,可将《能源法》(征求意见稿)的基本原则整合为保障能源安全、市场配置资源、能源财税政策和能源科技创新四项基本原则。

The unified management of energy has the same content with energy management system. Therefore the basic principles of Energy Law （Draft for Public Comments） must be added and deleted and reserved. We can use this as an opportunity to integrate the fundamental principles of Energy Law （ Draft for Public Comments） into ensuring energy security and market - allocated resources and energy fiscal and taxation policies and technical innovation of energy.
