Study of the agent construction system in governmental investment projects

分析了我国目前代建制的几种典型模式和优缺点,主要以南京市政府投资项目代建制实施情况为研究对象,具体分析了政府投资项目代建制推行中面临的缺少完整制度体系、报酬不合理、缺乏市场准入条件等问题,提出了找准政府角色定位、发挥市场主体作用并建立完善项目后评价制度等对策。

This article analyzes several typical models and the merits and demerits of the current agent construction systems in China. It mainly takes the agent construction system of governmental investment projects in Nanjing as the research object, then concretely analyzes several problems in the promotion of the agent construction system in governmental investment projects, such as the incomplete system,unreasonable payment, lack of market access conditions and so on. Therefore, several countermeasures are proposed. The government should stay in the right position. The market should play a main role, and the evaluation system for the finished projects should be established and improved.
