Policy Choice for Local Government to Develop Service Out sourcing Industry: Taking Binhai New District as an Example

发展服务外包产业正在成为国内一些城市转方式、调结构的重要措施。地方政府在发展服务外包业方面要注重政策选择，重点做好服务外包业发展规划及政策制定、建设服务外包产业园区、加快人才培养与引进、建立知识产权和信息安全保护体系、成立第三方服务机构等方面工作。

Developing service outsourcing industry is becoming an important measure for some cities to transform developing pattern and adjust economic structure. Local governments should pay more attention to drafting the relevant developing plan and policy, establishing industry park.
