摘要
目的为完善我国质量受权人(QP)制度提供参考依据。方法调研文献资料,分析了国内QP制度的发展现状,并就其发展模式的完善提出建议。结果与结论我国的QP制度目前在独立性与权威性的制衡、供求关系和薪酬制度方面存在主要矛盾。建议完善相关法律法规、薪酬制度和聘用制度,理顺QP在质量管理体系中的地位以及加强对企业法人和QP的培训。
Objective To provide the reference comments for perfecting the qualified person(QP)system in our country. Methods Based on the literature research,the development situation of the domestic QP system was analyzed and some suggestions were proposed for perfecting the development mode of the QP system. Results and Conclusion The main contradictions of the QP system in our country exist in the aspects of the counterbalance between independence and authority,supply-demand relationship and salary system. It is sug-gested that related laws and regulations,salary and recruitment systems should be perfected. Moreover the status of QP in the quality management system should also be straightened out and the training of the enterprise legal person and QP needs to be strengthened.
