摘要
机场航空噪声收费是应对航空噪声污染一项行之有效的制度,其理论基础是庇古为解决外部性问题所提出的"收费-补贴"思想。瑞士苏黎世机场有关航空噪声收费的规则安排为机场航空噪声收费的制度设计提供了可资借鉴的范例。为解决当前严重的航空噪声污染问题,我国应借鉴国外的有益经验,及早确立与实施机场航空噪声收费制度。
Airport aircraft noise charge system is an effective system to combat airport noise pollution, the theoretical basis of which is the "charge and subsidy" theory aiming to solve externalities put forward by Pigou. The aircraft noise charge system enacted by Zurich Airport in Switzerland is a model which can be used for reference by other countries. In order to curb the serious noise pollution, China should enact and implement aircraft noise charge system as soon as possible.
