保障和改善民生与巩固党的执政基础的绩效评价体系研究

Study on Performance Evaluation System about Guaranteeing and Improving People's Livelihood and Consolidating Ruling Foundation of the Party

重视保障和改善民生作为中国共产党全心全意为人民服务的宗旨和优良传统,是新形势下党执政理念的具体化和深化。研究和求解包括环境卫生、社会保障、社会治安、行政效率、教育及就业问题等网络参数,建立一种保障和改善民生系统的政府绩效评价网络模型。对该网络结构进行分析,给出各个子节点的定量评定,建立一套针对性、操作性强的评价指标体系,为政府绩效评定提供了一种新的方法。该评价体系在浙江某地区的实际应用,得到该地区的群众满意度评价,证明了该模型的可行性及合理性。

Paying attention to guaranteeing and improving people’s livelihood,as the purpose and good tradition which the Communist Party of China serve the people wholeheartedly,is concretization and deepening of ruling idea under the new situation.Research and solve network parameters including environmental health,social security,public security,administrative efficiency,education and employment problem etc. establish a network model of the government performance evaluation of guaranteeing and improving people’s livelihood system. The network structure is analyzed,the quantitative evaluation of each node is given,and a set of targeted,operable evaluation index system is established,to provide a new method for the evaluation of government performance. The actual application of the evaluation system in certain area in Zhejiang,gets the satisfaction evaluation of the masses in the region,the feasibility and rationality of the model is proved.
