社会工作在社区治理创新中的作用研究

The Role of Social Work in the Innovation of Community Governance

社会工作是当前我国推动社区治理创新的重要手段。按照治理主体多元、治理内容拓展与治理方式多样的社区治理标准,社会工作可以从任务目标与过程目标两个视角同时着手促进社区治理发展,其中,任务目标是社区功能的完善,过程目标是治理方式的改善。一方面,社会工作通过提供社区服务、化解社区矛盾纠纷与解决社区问题,助力社区功能的完善;另一方面,社会工作致力提高社区居民自助、互助、团结与协调的能力,使其理念和方法嵌入既有的社区治理体系,促进社区治理方式的改善。两种视角相辅相成,互为条件。

n accordance with the diversification of governance subject, the extension of governance content and the diversification of management pattern, community governance system can be divided into mission-objective and process-objective. The mission-objective is the improvement of community functions, and the process-objective is the improvement of management pattern. Social work is an important force of promoting community governance innovation. On the one hand, social work, by providing community services, resolves conflicts and disputes community issues to promote the improvement of community function. On the other hand, social work is committed to improving the community residents＇ self-help, mutual assistance and solidarity actions and the ability of coordinating resources, and embeds concepts and methods in the original system of community governance to promote the improvement of community governance pattern. Two perspectives complement each other.
