A Study on Service and Administration of Floating Population in Guizhou

在工业化和城镇化进程中,贵州省流动人口在规模和流向以及市民化意愿等方面发生了新的变化,同时也对全省人口计生服务管理带来了巨大的压力和困难。建议紧紧围绕"人的城镇化",加强社会组织建设,强化流动人口服务管理中的空间思维;加大公共服务和社会保障建设力度,改善流动人口生存发展条件,实现跨省流动人口计划生育服务管理的突破与创新;加强少数民族流动人口研究,有针对性开展服务与管理,全面提升全省流动人口的服务管理水平。

The new change concerning the scale and willing of citizenization has been seen in the course of industrialization and urbanization, bringing significant pressure and difficulty to the service and administration of population and planned parenthood in Guizhou. It is suggested that the relevant administrators should promote the development of social organization and spatial thinking in service and administration circling the idea of ＂the urbanization of the people＂. It is also important that public service and social insurance be further established to improve the living conditions of the floating population, the breakthrough and innovation be made concerning trans- province migration service to improve the study on ethnic floating population.
