建立中俄生态环境安全国际合作共建机制的研究

Discussion on the Establishment Cooperation Mechanism for International Ecological Environmental Protection between China and Russian

中俄建立生态环境保护合作共建机制对于两国自然灾害防治、生态资源储备、粮食安全以及民间关系改善都具有重要意义。中俄两国应从森林、湿地保护,界河治理,矿产开发,自然保护区建设,生态文化交流等方面作为务实的落点,通过将中俄合作开展生态环境保护纳入政府议事日程,出台具体实施方案和落实措施,制定科学的规划,合理开发资源,改善贸易结构,加强东北亚区域国际合作等方式,探索建立务实的生态环境保护国际合作共建机制。

It has a very important significance for building a cooperation mechanism between China and Russia to control natural calamities, reserve ecological resources, protect food security and the improvement of bilateral relations. China and Russia should be focus on forests, wetlands, boundary river management, mineral development, nature reserves, ecological and cultural exchanges and international cooperation. The China and Russia should establish long-term, efficient and eco-environmental protection cooperation mechanisms by including the ecological and environmental protection into the government schedule, announcing implementation regulations of agreement, setting up the implementation mechanism, carrying out scientific planning ecological environment protection, exploiting resources of Heilongjiang rationally, changing the structure of timber imports and strengthening the moral construction of ecological civilization between China and Russia to strengthen the way in international cooperation.
