从保护生态系统的完整性与稀有性角度出发,提出了建立"吉林省九龙湾国家公园"的构想,并从国家政策环境、保护原生态系统完整性与资源整合的必要性和促进林业发展方式转变与林区社会和谐等方面论述了建立"吉林省九龙湾国家公园"可行性。
