摘要
如何实施政策干预以营造有利于激发文化创意的社会环境,是政府和文化管理职能部门的难题。随着社会主义市场经济体制的完善,政府应减少对文化创意培育的干预,给社会和市场留下更多的发展空间,维护良好的文化生态。当前,政策干预的最大问题是凸显"产业"维度,不见"文化情怀",呈现的是资本和技术的狂欢共舞,唯独缺失文化生成和价值传播的自觉。因此,必须的政策干预要以实现文化创意的"人的价值和对人的关怀"为诉求,而非单纯追求经济价值最大化。
How to implement the policy intervention to create a favorable social environment stimulating the cultural creativity is a problem encountered by the functional departments of the government and cultural management. With the im- provement of the socialist market economy, the government should reduce the intervention for the cultivation of cultural cre- ativity, leaving more space for the development of society and market, and maintaining good cultural ecology. Currently, the most prominent problem of policy intervention is to highlight "industrial" dimension without seeing "cultural feelings", showing the carnival dance of capital and technology with the lack of initiative for cultural production and value dissemination. Therefore, the policy intervention needs to achieve the appeal of the "human value and human care" of the cultural creativity rather than simply aspiring to maximize economic value.
