社会转型期协商民主视野下的利益协调机制探讨

Research on Coordination Mechanisms for Interests from the Perspective of Deliberative Democracy during Social Transition

我国正处于向现代化社会转型的关键时期,社会利益矛盾凸显严重阻碍社会顺利转型,原有的利益协调机制逐步失效,当前社会利益矛盾的性质和协商民主的特点决定了协商民主指导下的利益协调机制是化解社会利益矛盾的有效途径。在协商民主理念指导下,利益协调机制是通过社会各利益群体之间平等交流、相互妥协,最终使各社会利益群体利益实现的过程,主要分为利益表达机制、利益综合机制、利益决策机制及利益决策执行机制等。

At present, China is in the key process of social transition towards modernization. Contradictory social interests have seriously hindered the progress of successful transition, and the old coordination mechanism for interests has gradually lost its effectiveness. The nature of contradictory interests in the current society and the feature of deliberative de- mocracy have determined that the coordination mechanisms for interests under the guidance of deliberative democracy repre- sent the effective approach to the realization of harmony of social interests. Under such guidance, coordination mechanisms for interests refer to the process in which interests of all social groups are realized by means of equal communication and re- ciprocal compromise among various social interests groups. The mechanisms consist of interest expression mechanism, in- terests integration mechanism, interests decision-making mechanism, and interests decision execution mechanism.
