摘要
温州社会主义市场经济体制不断完善,社会生活的各个方面发生了巨大的变化。随着市场化观念的不断发育,行政观念随之发生转变。传统的政府绩效评估制度日益暴露出各种弊端和不足,作为改革开放的前沿城市,温州政府也不得不加快改革以适应社会要求,以塑造一个合法、责任、有限、人道和高效的政府形象。这种情况下,就要求作为提升效率手段的政府绩效评估制度必须予以相应的改革。文章在回顾温州政府"即办制"绩效评估实际情况基础上,重点考察温州现行政府绩效评估制度存在的问题,并以温州"即办制"项目为例,提出进一步深化政府绩效评估制度改革的对策与措施。
Wenzhou constantly improves the socialist market economy system, great changes have taken place in all aspects of social life. With the continuous development of market-oriented concepts, administrative idea has already changed. The traditional government performance evaluation system is increasingly exposed the shortcomings and insufficiency, as the “frontier” of Reform and Opening-up, Wenzhou government also has to accelerate the reform to adapt to the social requirements, a legal, responsibility, limited, humane and efficient government's image will be established. In this case, as a way of promoting efficiency, the government performance evaluation system must be reformed. Based on the review of Wenzhou government‘rapid processing”performance evaluation’s actual situation, the paper focuses on problems existing in the current system of government performance evaluation, and with Wenzhou“即办制”(rapid processing principle) project as an example, will put forward some measures and countermeasures for further deepening the reform of the government performance evaluation system.
