摘要
管制员是空中交通管制系统中最活跃的因素,管制员综合素质对空管安全运行有着重要的作用。为保证空管安全运行,针对管制员综合素质进行评价。给出了群决策专家权重系数量化模型,确定了不同专家关于每一指标权重大小,提出了一种构造二元区间数方法,并应用区间数距离确定了指标权重系数,最终建立了管制员综合素质评价模型,并通过算例进行了验证。结果表明:所建模型能够对管制员素质进行有效的正确评价。确定对管制员综合素质影响较大的因素有:指令准确性、冲突与特请处置、航空器调配合理性、反违章意识、团队合作。
Air Traffic Controller(ATC) is the most active factor of air traffic control system. Then, the comprehensive quality of Air Traffic Controller is very important for operation of the air traffic control. In order to ensure the safety operation of air traffic control, to evaluate the overall quality of ATC, a quantitative model about the weight coefficient of expert group decision is given, and every index' s different weight coefficient of different ex- perts is calculated. Then, a method of constructing bivariate interval number is given and the final weight coefficient of very index is calculated using the concept of interval number distance. And at last, the evaluation model of overall quality of ATC is established and the overall quality is evaluated. The results show that: the model in this paper can evaluate the overall quality of the ATC well, and the five most important index of the overall quality of the ATC are: instruction accuracy, ability to deal with conflict and special requests, aircraft deployment rationality, anti-illegal sense of teamwork.
