信息化条件下的缉私合成战研究

Studies of Joint Anti-smuggling Combat under the Conditions of Informatization

近年来,由于区域经济发展不均衡、海关监管制度存在漏洞、走私犯罪日趋集团化和专业化以及缉私警力相对紧张,我国的反走私形势依然严峻,不容乐观。在此背景下,缉私合成战应运而生。缉私合成战是在信息化条件下适应走私犯罪变化的一种侦查工作形式,既是科学整合现有缉私资源,提升警务效能的必由之路,又是创新警务模式,提高打击走私犯罪核心战斗力的主要途径。

In recent years, China＇s anti-smuggling situation isn＇ t optimistic due to the unbalanced development of ,regional economy, loopholes in the supervision systems of customs, gradual collectivization and specialization of smuggling groups, as well as the inadequate anti-smuggling police force, and joint anti-smuggling combat emerges in response to the conditions. Joint anti-smuggling combat is a new investigative form adaptive to the changes of smuggling crimes under the conditions of informatization and a way to improving policing efficiency. It＇ s also a primary, way to scientifically integrate the available anti-smuggling resources, innovate policing modes and improve the capability to fight against smuggling crimes.
