摘要
英国长期以来一直在节能和应对气候变化领域进行尝试和实践,并在提高能源效率、优化能源结构、提高发展质量和效益等方面取得显著成效。经过多年努力,英国不仅已经建立起了推进节能和减少温室气体排放的法律体系、财税制度和各项政策工具,逐渐探索出一套基于市场经济原则的、有效的政府监管模式和规制手段,更在如何高效、准确、低成本执行政策,形成"政府、社会组织、企业"之间的良性互动方面积累了大量成功经验,可为我国完善节能减排政府监管模式、建设监管平台、创新监管手段提供借鉴。
Great effects on promoting energy efficiency, optimizing energy mix and improving development quality have been achieved in the U.K due to consistent practices in energy efficiency and emission reduction. After years of efforts, a comprehensive, market-based and effective governance system including laws, incentives and different policy tools has been established. Besides, plenty of successful experiences have been obtained such as how to implement policies accurately, effectively and with low costs, how to create well-interacted relationship between government, social associations and enterprises. These practices and experience are valuable for China to improve the governance mode in energy efficiency and emission reduction, create governance platform and innovate governance approaches.
