基于供应链管理的电力信息化项目建设过程管控

摘要 信息系统建设流程间不可避免的存在专业缝隙,而现有的电力信息化模式下,由于缺乏专业化衔接,可能导致设计和测试关键节点管控不足,使交付的信息系统质量不高。文章引进供应链管理概念,提出信息系统建设的最优供应链管理模式。新模式基于生产组织的专业分工,引进专业的跨流程整合管理专家,负责实施专业化衔接工作,规避建设过程可能存在的质量控制漏洞。最后,针对福建公司提出项目建设过程关键节点专业管控的优化改进建议。 The existence of the gap between the professional information system construction processes is inevitable, under the current mode of electric power information, due to the lack of professional connection, may cause control problems in the key design and test step and the quality of delivered information system is not good. This paper introduces the concept of supply chain management and presents the optimal supply chain management mode of the information system construction. The new mode is based on the professional labor division of production organization, with the introduction of flow cross integration management professional experts, who are responsible for the implementation of professional work of convergence, to avoid loopholes in the quality control of construction process. Finally, according to the requirements of State Grid Fujian Electric Power Company, the optimization improvement measures and suggestions of key node control in project construction process are given.
