海洋行政管理学基本理论体系的发展构想

The Development of the Basic Theory of Marine Administrative Management

海洋行政管理学属于传统行政管理学范畴,目前尚处于基本理论体系构建的初级阶段,在理论基础、行为工具等方面尚待完善,也未形成较强的学术气候,不能满足海洋强国实践的要求。发展海洋行政管理学应该从工具性、差异性、生态性、系统化的原则入手,从海洋行政管理学概念阐释、海洋行政管理理论基础、海洋行政管理理念、海洋行政管理主体、海洋行政管理行为工具、海洋行政管理实践等六个部分完善理论的基本框架,并从跨学科整合、争取学术话语权、开展海洋实践等方面提出深化海洋行政管理学发展的建议。

Marine administrative management ,part of the traditional administrative management ,is in its early stage of basic theoretical system construction ,and has yet to be perfect in such aspects as theoreti-cal basis and behavior tool and form a strong academic climate .T his cannot meet the requirements of ma-rine powers practice .Development of marine administrative management should follow the principles of in-strumentality ,diversity ,ecology ,and systematicness ,and perfect the basic theoretical framework from six aspects like interpretation of the concept of marine administrative management ,theoretical foundation of marine administrative management ,marine administrative subject ,concept ,tools ,and practices .Some suggestions are put forward to deepen the development of the marine administrative management from the interdisciplinary integration ,striving for the academic discourse power ,and marine practices .
