集体林权制度改革对林农科技服务需求的影响因素分析——以辽宁省500农户为例

Analysis on the Impact of Forest Tenure Reform on Farmers' Demand of Forestry Technology Service——Based on 500 Questionnaires of Households in Liaoning Province

通过对辽宁省500农户的调研数据进行分析,发现接受过林业科技服务的农户比例较低,林业科技服务开展形式单一,针对性较差。运用计量模型得出结果:农户林改参与情况中的林业合作组织数目、农户林地面积参加森林保险的比例,林地特征中的农户通过招标拍卖、流转和其它方式获得的林地面积比例和人均林地面积,农户基本特征中户主是否有非农工作对农户林业科技服务需求意愿,都有正向影响。最后提出加快林业合作组织建设、扩大森林保险覆盖范围、加强林业科技服务宣传工作、有针对性地开展科技服务活动等对策建议。

Based on the research data of 500 farmers in Liaoning Province, we have analyzed and found that low proportion of farmers have taken forestry science and technology service which has a single form and poor direction. By using the econometric model, we concluded that numbers of forestry cooperation organization in ,the proportion of forest insurance in farmers＇ forest area, the proportion of woodland area and forest land area per capita that farmers have gained through competitive bidding, auction, transfer and other ways , whether the householder farmers have non-farm work will have a positive influence on the demand of the forestry technology service. Finally, we suggest that the government should speed up the forestry cooperative organization construction, expanding forest coverage, enhance the promotion of forestry science and technology service, carrying out the service of science and technology activities specifically.
