城中村闲散青少年社会管理创新问题探析

The Social Management of Idle Youths in Urban Villlges

城中村社会闲散青少年主要包括大城市因土地征用而"被动致富"的城中村青少年群体,他们中有很大一部分属于不肯就学、拒绝就业、无人监管的失学、失业、失管青少年。这些闲散青少年成为吸毒、赌博等违法犯罪的高发人群和社会治安的不稳定因素,必须引起政府和全社会足够的重视,同时也应尽快采取综合措施对其进行教育和转变。城中村青少年由于自身的特点,传统社会管理方法对其渐已失去效用,我们应当建构起包括基层政府、社区、家庭、社会和司法在内的综合管理体系,并力求实现管理方法上的创新。

Urban villages’ idle youths mainly include the village youth groups ,who get rich passively just because of the land expropriation .A large portion of them refuse to go to school and be employed ,most of them are unsupervised ,out-of-school and unemployed .These teenagers consist of the high-risk groups of taking drug ,gambling and some other illegal crimes ,which surely results in the social instability .The government and the whole society must pay enough attention to this current situation .At the same time , comprehensive measures also should be taken as soon as possible to educate and transform them .Due to their own characteristics ,the traditional social management methods don＆#39;t work any more .We should con-struct a new integrated system which includes grass-roots government ,communities ,families ,society , and the judicial system and strive to achieve the innovation of management methods .
