协商民主制度化的价值、问题及路径探析——以国家治理现代化为视角

Analysis on the Values,Problems and Path of Institutionalized Consultative Democracy——From the Perspective of Modernizing National Governance

协商民主作为中国特色社会主义民主制度的重要组成部分,它的制度化与国家治理现代化是一种共生性的关系,国家治理的现代化指向对协商民主提出了制度化的诉求。协商民主制度化内涵着协商民主制度本身的建构和制度的认同两个维度,其中,前者是协商民主制度化的首要枢机,后者是协商民主制度化的内在保障。针对协商民主存在的程序机制缺乏、制度权威性不足以及缺乏配套政治文化等问题,在协商民主制度化过程中既要进行党内协商、政治协商、行政协商和社会协商的程序性机制的建构,也要通过构建参与型政治文化、增强协商民主制度权威和发挥人民政协的示范效应加强协商民主制度的认同和内化,从而推动协商民主制度化发展,进一步推进国家治理能力和治理体系现代化。

There is a symbiotic relationship between the institutionalization of consultative democracy which is an important part of the democratic system of socialism with Chinese characteristics and governance modernization, which makes demands on consultative democracy in terms of institutionalization. The institutionalization of consultative democracy underscores the notation of the construction and identification of the system, with the former as the core, and the latter as the guarantee. Due to the lack of procedural mechanisms, inadequate institutional authority and the lack of supporting political and cultural issues, we need not only focus on the construction of the procedural mechanism of the negotiation within the party, political consultation, and administrative negotiation, but also through construction of participatory political culture, and enhancing the authority of the democratic system and giving a play to the role of the CPPCC, strengthen the recognition and internalization of democratic consultation, thus promoting the development of institutionalized consultative democracy, and further boosting the modernization of national governance capacity and governance system.
