我国覆盖全民的基本医疗保险制度已经建立,但由于基本医疗保险制度不完善,保险水平相对偏低,当社会成员罹患重特大疾病时,现有的保障仍难以从根本上解决其医疗难题;同时医疗服务体系不完善、医疗服务能力和水平偏低的问题也十分突出,整合各种力量完善医疗保障体系,在更大范围、更高层次提高医疗保障水平是当务之急。因此应加快社会治理创新,强化政府的公共服务职能,向市场放权、向社会放权,下大气力整合各种力量完善医疗保障体系,通过政府与市场合作、政府与慈善力量合作、政府与社区合作、政府与公众合作,提高政府能力、释放市场活力、激发社会动力,促进医疗保障体系的完善。

China＇s universal coverage of basic medical insurance system has been established. But the basic medical security level is relatively low, so it＇s difficult to solve the medical problems when people suffer from serious diseases. Therefore, to establish a wider range and higher level of medical security is a pressing matter of the moment. We should strengthen the public service function of the government, delegate power to the market and the society, make great efforts to explore a variety of forces to improve the channels of the medical security system. Actively promote the commercial supplementary medical insurance by constructing the cooperation mechanism between the government and the market and social forces; attract social forces by constructing the cooperation mechanism of government and the community to expand the perfect community health service platform. The construction of a multi-level medical security system can be achieved by improving the government ability, motivating social powers, releasing the vitality of the market.
