摘要
改革开放以来的经济超常规增长收益无法通过滞后性的政治体制来实现均衡的配置,源于利益分化的社会冲突呈现漫延态势,政府要实现长效社会稳定就不能囿于对社会冲突事件"控制"与"应对"的惯性思维,而应在全社会范围内树立自由平等协商的氛围,促成政治话语权在阶层间的均衡配置。中国场域的民主变革首先应以公共协商为维度,建构主体间的基础对话平台,配合以地方选举与社区自治,从而使主体间对话拥有更扎实的制度基础与更切近现实生活的交互空间,这将促成社会稳定的长效实现。
Since the balanced collocation of supernormal economic growth of gains can not be achieved through the lagging of the political system after reform and opening up, social conflict derived from the interest differentiation trend has spread. To realize the long-term social stability, the government can not be limited to the inertia of thinking of "control" and "deal with" social conflict, instead, free and equal consultation atmosphere should be created in the whole society to facilitate balanced allocation of political discourse right among different stratums. Democratic changes in Chinese field should be based on public consultations as its dimension to construct a foundational inter-subjective dialogue platform. Combined with the local elections and the community autonomous, inter-subjective dialogue can own compacted institutional basis and interactive space more close to the real life. This will contribute to achieve long-term social stability.
