市场化、网络舆论与我国地方政府公共服务效率——基于省际面板数据的分析

Marketization,Network Public Opinion and Local Government's Public Service Efficiency Change in China-Based on Provincial Panel Data

文章以我国省级政府的面板数据为支撑,分析省级政府的公共服务效率,在此基础上进一步研究市场化、网络舆论等外部因素对政府公共服务效率的影响。结论表明,我国地方政府公共服务效率地区差距较大,东部省份较高,西部地区最低;地方政府公共服务效率整体偏低,但是上升趋势明显;网络舆论、人口密度、产业结构、对外开放程度和政府规模等因素对政府公共服务效率产生了显著地影响;人口素质、市场化水平对政府公共服务效率影响并不显著;人口密度、网络舆论等外部因素变量在动态环境下并不稳定。

Based on the panel data of China＇s provincial governments, the paper measures provin- cial government＇s public service efficiency and analyzes the external factors, such as marketiza- tion and network public opinion, that influence government efficiency. The results show that the difference in efficiency of different areas is significant and eastern provinces offered the best pub- lic services, while western provinces did worst. And the general level of the public services effi- ciency of our country is on the low side, but there exists an obviously increasing trend. What＇s more, network public opinion,population density, industrial structure, degree of opening to the out- side world and government size have a significant impact on government efficiency, while the quality of the population and the marketization level doesn＇t Besides, the impact of population density, intemet opinion and some other external variables on government efficiency is not stable under dynamic condition.
