科技型中小企业的成长环境与制度需求——基于湖北省85家企业的调研分析

The researching about growth environment and system requirements of small and medium technology-based enterprise——From the survey of 85 SMTBEs in Hubei Province

科技型中小企业是国家创新体系的重要力量,良好的成长环境对于激发其创新活力,更好地发挥创新主体作用至关重要。通过对湖北省85家科技型中小企业的调研,从法律环境、政策环境、融资环境、产业环境、市场环境和国际环境六个方面,分析了科技型中小企业成长中存在的主要问题和原因,了解了企业对促进制度的具体需求。在此基础上,就如何进一步完善相关制度体系,促进中国科技型中小企业健康成长提出政策建议。

Small and medium technology-based enterprise（SMTBE）is an important portion of the China’s national innovation system, it needs a good growth environment to stimulate creative vitality and play a key role in innovation.The essay is based on the survey of 85 SMTBE in Hubei Province,confirm the main problem in growing process and the needs in promotion system of SMTBE from seven aspects such as the legal environment, policy environment, financing environment, investment environment,industry environment,market environment and international environment.Then,the essay also puts forward several suggestions on how to improve the current promotion system and help SMTBE growing healthy.
