参合患者个人账户金入不敷出的主要影响因素分析——以广东省新农合定点医院198个参合样本为例

On Factors to raise the Security Level of the Insured's Account fromNRCMS——an Example from Guangzhou

为增强新农合个人账户的保障功能,防止其滋生名不符实的虚拟假象,以不断缩小参合患者个人账户金与其医疗费用支出间的超差、大幅提升个人账户的保障水平为研究对象,结合实际调查,在找出引起超差增大的主要因素的基础上,分别针对各主要因素的内在影响机理进行了实证探析。分析结果认为,应当优化定点医院医生的激励安排、不断加大基层医疗机构的建设投入,并且正确引导参合患者合理规划其可支配收入,才能持续实现参合农民病有所医的预定目标。

For the raising of the security level of the insured’s account from the New Rural Cooperative Medical Scheme（NRCMC） throughout the improvement of the gap between the money of the insured’s account and the insured’s medical expenses,the paper analyzes the main factors which influence the gap and reveals the internal mechanisms including in the improvement of doctors’incentive methods of the designated hospitals and the increase of construction investment of rural medical institutions and the guide of the insured’s reasonable planning to their disposable income so as to reducing the gap and raise the level of the insured’s account.
