中国专业服务贸易:发展现状、国际经验及政策建议

Professional Services Trade in China:Current Situation,International Experience and Its Policy Enlightenment to China

专业服务开放是中国(上海)自由贸易试验区首轮开放措施的一项重要内容。进入21世纪以来,我国专业服务贸易取得了较快发展,但也存在诸多问题。本文从专业服务贸易规模及其增速、专业服务内部项目发展和贸易限制等方面,对中国专业服务贸易发展进行了国际比较研究,总结了专业服务贸易发展的国际经验,提出了促进我国专业服务贸易发展的政策建议,对专业服务开放政策的制定具有重要启示意义。

Opening-up of professional services sectors is one of the major first-round opening-up measures of the China（Shanghai）Pilot Free Trade Zone.Since the 21 st century,there has been a rapid development of professional services trade in China.However,it is still relatively backward compared to the international level.This paper compares professional services trade in China to other countries in aspects such as the scale and growth of professional services trade,the development of professional services internal programs and trade restrictions.It summarizes international experience of professional services trade development,sheds some light on the promotion of professional services trade in China and has important enlightenment to the formulation of professional services opening-up policy.
