Reform and Opening-up Are the Most Distinctive Features of the Time for Second-round Local Records-On Studying The Decision on Major Issues Concerning Comprehensively Deepening Reforms and Making Recordings of Reform and Opening-up Deeper

反思第二轮志书记述改革开放的实践,志书对改革开放记述尚不全面,不少志书削足适履,仅当作经济部类一个分志集中记述。第二轮修志要以《关于全面深化改革若干重大问题的决定》精神为指导,注重改革的系统性、整体性,在不同的分志中分散记述经济、政治、文化、社会、生态"五位一体"的改革。运用矛盾分析法,洞悉公平与效率、政府与市场、集权与分权、人治与法治、稳定与发展的关系变化,深化记述改革开放。

Rethinking about the the practice of recording reform and opening-up in second-round local records shows that those recordings are still not comprehensive,with quite a few local records cutting the foot to suit the shoe and merely collectively recording it as sub-records in the economic category. Second-round local records compilation should be led by the spirit of The Decision on Major Issues Concerning Comprehensively Deepening Reforms, pay attention to the systematic and integral nature of reform, and dispersely record the 'five-in-one 'reform of the economy, politics, culture, society, and ecosystem in different sub-records. We should apply the method of contradictions analysis, thoroughly understand the changes of relations between fairness and efficiency, government and market, centralization and decentralization,rule by man and rule of law, stablibity and development, and make recordings of reform and opening-up deeper.
