社交网络是当前很有人气的人际交往工具,已对民族关系产生了很大的影响,并滋生了利用其进行破坏民族关系的犯罪,应引起高度警惕。我们要根据社交网络的规律和特点,借鉴外国经验,加强网络管理,有效维护民族关系。

What is social networking？ Our opinion is that it refers to a communication network platform on which people can transmit information limitlessly,publicly and freely by using computer technology. Social networking can instantly send and share information,create a dialogue,make a video chat, post comments, and so forth. In brief,it can help people make friends,get instant news,and satisfy one＇ s emotional needs without even leaving home. Social networking now has become a public opinion platform. With the drive of social networking, the distance between people has become much closer; communication has become more frequent; communication speed has become faster,and it also has become more convenient for people to have emotional exchanges and share information. Social networking has many characteristics,such as public openness,interactivity,instantaneity, randomness and openness.Today,social networking is already closely related to people＇s daily life. It is worth of noting here that the role of ethnic contact and ethnic communication that are closely related to the concept of ethnic relations is very large in daily life. To some degree,ethnic awareness, ethnic emotion, ethnic psychology and even ethnic conflicts are all produced due to the ethnic communication and ethnic contact. Seen from traditional ethnic relations,because of the restrictions of traffic,geography,etc. ethnic contact,or ethnic communication is relatively limited. However,under the conditions of networking,the situation is different,and ethnic contact and communication can happen at any time. The new type of ethnic relations formed under the condition of networking will doubtlessly in-fluence ethnic awareness, emotion, psychology,and even the conflicts.All people who engage in social networking surely have a relationship with ethnicity. People who do not have an ethnicity do not exist at present. Actually, social networking really has impacted on ethnic relations. Social networking is a new tool for communication,and the key is how to use it. If it is not used properly,it will create negative influences. Following the popularity of the networking in ethnic areas,the influence of social networking will become bigger and bigger.This kind of influence,no matter if in the past,present or future,will produce both positive and negative influences. Seen from specific terms,the positive impacts of social networking mainly are reflected as follows： 1） Through social networking,various ethnic groups can have an equal dialogue,strengthen mutual understanding,resolve contradictions and promote unity; 2） Through social networking,various ethnic groups can have friendly communications, learn from each, promote each other, and have joint development; 3）Through social networking,various ethnic groups can negotiate and discuss,increase their contact,and establish harmonious relations; 4） Through social networking, the internet users of various ethnic groups can liberate their minds,open up to each other,exchange needed products,help each other,and receive co-prosperity.Everything has two sides,and it is no exception for this new communication platform—social networking. Although the creation ofsocial networking has a positive role to play in promoting ethnic unity,it also has a negative impact on ethnic rela-tions. We should not ignore the negative aspects while noting the positive aspects,and should actively strive to reduce the negative influences,and in doing so ensure the healthy development of ethnic relations. The negative influences of social networking are reflected in the following aspects：1） All activities conducted in social networking by internet users from various ethnic group are conducted in a situation of privacy,and,at present,there is no perfect way to ensure both privacy and control. 2） Extreme nationalists may notice the advantages of social networking,including its popularity,wide contact, secretive and convenient nature,and,hence,they can hide within the social network to conduct nationalist propaganda,spread extreme nationalism,stimulate ethnic hatred and opposition,create ethnic separatism and destroy national unity. 3） Personnel composition in the social network is complex. Hostile forces might exist at home and abroad and for various purposes promote ethnic discrimination, spread backward and reactionary viewpoints on ethnicity,or even incite ethnic hatred and opposition,or directly use social networking to provide specific guidelines for internet crime.Hence,we provide the following suggestions,one should： 1） build corresponding management institutions; 2） build professional participation teams; 3） announce positive information strategically; 4） critique and disclose harmful information; 5） crack down resolutely on internet crime;and 6） formulate specific laws and regulations.
