摘要
企业工资的单向决策机制引发了诸多经济问题和社会问题。当前以工会为平台的工资集体协商制度是一项平衡劳资双方力量、构建和谐劳资关系的重要制度安排。工会可以聚合劳动者的社会资本,减少资方的交易成本,是劳资双方利益的结合点。工资集体协商是将工会组织纳入工资协商体系,进而平衡劳资双方地位而形成的工资共决制度。现阶段,以工会为平台的工资集体协商制度在实践中仍面临着认识性偏差、工会主体性不足以及协商制度不健全等问题。提高对工资集体协商的正确认识,增强工会的独立性和代表性,加快工资集体协商制度化建设是推进工资集体协商的重要任务。
One-way decision-making mechanism of enterprises’ wages has caused many problems including economic problems and social problems .At present ,collective consultation on wages is the system which can balance the status of both sides of labor and capital through trade union ,so that wages can be determined by both sides .T rade union can aggregate the social capital of laborer and reduce the transaction cost of management .Trade union is the combining interests of both sides of labor and capital .At present , there are many problems during the operating of the collective consultation on wages in enterprises ,such as insufficient understanding ,the lack of subjectivity of trade union and imperfect consultation system .In order to play the main role of the system of trade union as the platform of collective consultation on wages , we should raise our level of understanding ,enhance the independence and representative of trade union , and realize the institutional development of collective consultation on wages .
