摘要
高等学校的教学质量,归根到底需要依赖大学最底端教学基层组织作用的发挥。但从目前我国高校教学基层组织的运行情况来看,仍存在较多教学质量方面的问题。本文以伯恩鲍姆教授著述的《大学运行模式》中"官僚组织模式"与"学会组织模式"为参照,反思当今我国大学教学基层组织在运行过程中所面临的权力、结构、决策方式、价值观和文化等方面的冲突,进而提出以质量提升为目标的教学基层组织的架构体系。
University's teaching quality boils down to the role of teaching organizations at grassroots level.However, there are many problems in the current operation of teaching organizations at grassroots level within Chinese universities. Compared with the "Bureaucratic Institution" system and "Collegial Institution" system expounded by Professor Robert Birnbaum in his book How Colleges Work: The Cybernetics of Academic Organization and Leadership, the author reflects on the problems related to the operation of teaching organizations at grassroots level within Chinese universities from the perspectives of power, structure, decision-making, values and culture, and then proposes a new framework for grassroots teaching organizations dedicated to quality improvement.
