摘要
首先以系统论观点解读了技术供给方,然后基于文献分析提出了包含人员、管理和平台因素的科研院所技术转移绩效影响因素结构,并假设它们对科研院所技术转移绩效具有显著影响。采用问卷调查法获得183份有效问卷,使用因子分析和路径分析进行数据分析,得出了包含人员因素(人员激励措施、技转专职人员能力)、管理因素(利益分配、成果评估和专职岗位)和平台因素(信息沟通渠道、专项经费支持、政策执行环境和协同创新能力)的二阶影响因素结构;同时,路径分析显示,这些因素对于科研院所技术转移绩效均具有显著影响。
Based on the results of literature analysis, this paper put forward the assuming model about technology providers we have interpreted using the system theory which contains the factors of human, management and platform, and these factors can influence the performance of technology transfer. In order to verifying the hypothesis,questionnaire and factor-analysis, path-analysis techniques were used to analyze the effective 183 data we collected. The result shows that the model of influencing factors is a second-order model including human factor(the incentives to the staff, the ability of technology transfer full-time staff), management factor(the distribution of benefits, the assessment of outcomes and the full-time post) and platform factor(the channels of communication, the fund support of technology transfer, the environment of policies implementation and the capability of collaborative innovation). Furthermore, the result also shows that such factors can significantly influence the performance of technology transfer which contains the process' s and the result's performance. The findings are a great help to systematically understand the influencing factors embedded in the inner of technology providers, and which also provide empirical basis to some further policies.
