我国高校统战工作引进海外高端人才的意义及其问题研究

在第19次全国统战工作会议上,我国明确提出要将出国和归国留学人员纳入到统一战线的工作范畴中,高校作为海外人才归国发展的首选,已经成为了我国统战工作的重要窗口。文中首先分析了海外引智对高校统战工作所具有的意义,如能够推动统战工作人才库的建设,促进中西方文化交流等。紧接着总结了现阶段人才引进工作所出现的诸如政治制度尚未完善,人才引进重学历轻能力,高校统一战线中西方文化价值冲突严重等问题。最后,文中针对这些问题,提出了一些具体的解决对策,包括合理规划人才引进工作,完善人才的考核制度和加强对海外人才的政治引导等,通过这些措施实现海外高端人才对我国高校统战工作的正向促进作用,推动高校民主制度的日臻完善。

At the nineteenth National Conference on united front work , our country puts forward clearly to want to incorporate abroad and returned overseas talents to the United Front Work of colleges .As the first selection of overseas talents , colleges have become the important window of China＆#39;s united front work .This paper firstly analyzes the significance of the overseas talents employment to the United Front Work of colleges , such as constructing the United Front Work talent pool , promoting cultural exchanges between China and Western countries .Followed by summing up the present problems of the talent introduction work ,for example the imperfection of the current political system ,heavy degree light ability in the progress of talents introduction and severe conflict of Chinese and western cultural value etc .Finally, aiming at these problems , the article puts forward some specific countermeasures ,including rational planning of talent introduction ,improve the personnel evaluation system and strengthen the political guidance to the overseas talent .Through these measures and means which can achieve the positive role of the overseas high -level talents to the United Front Work ,and promote the universities＆#39;democracy gradually .
