重大科技专项经济效益评价方法浅析——以塔里木盆地某油田勘探开发科技专项为例

Analysis of Assessment Method for Economic Performance of Important Technological Projects----Take exploration and development technology project of a certain oilfield in Tarim Basin for instance

在油气田勘探开发过程中,越来越注重有质量、有效益、可持续发展。因此对重点科技项目,包括科技专项在内,开展经济效益评价,有助于明确科技项目研发目标,促进科技成果向生产应用转化。根据中国石油科技评估中心研发的重大科技专项经济效益评价方法,以重大科技专项在新疆塔里木盆地某油田勘探开发过程中的应用为实例,介绍了该油田主要应用的新技术及解决的实际问题,讨论了对科技项目进行经济效益评价的理论依据、评价方法及评价结果的应用,并对评价过程中存在的问题提出了合理建议,可为科技项目进行经济效益评价提供借鉴。

Quality, economic performance and sustainable development are increasingly highlighted in the exploration and development process of oil and gas fields. Therefore, evaluation of economic performance for key technological projects will help clarify the research target of technological projects and promote conversion of technological research results into production power. Based on Technology Appraisal Center of CNPC＇s assessment method for economic performance of important technological projects and taking the exploration and development technology project of a certain oilfield in Tarim Basin in Xinjiang for instance, this paper briefs about the main new technologies used by this oil field for settlement of problems in actual production. It also discusses the theoretical basis for appraising economic performance of technological projects as well as the assessment method and application of appraised results. The reasonable suggestions on the problems found in the assessment process can be helpful to economic performance assessment of technological projects.
