我国竞技体育后备人才“明日新星工程”设计及其制度保障

Design and System Guaranty of Tomorrow Star Project

面向2016年、2020年和2024年奥运会,2012—2020年是我国体育事业发展的重要战略期,必须科学规划我国竞技体育后备人才培养工作,组织实施"明日新星工程",走可持续发展道路。采用文献资料、专家访谈、实地调查等方法,在对辽宁、山东、浙江、湖南、河南、江苏等省实地调研的基础上,结合部分省市座谈会研讨内容,以后备人才培养机制为主线,设计提出"明日新星工程",包括新苗工程、竞赛制度改革工程、青少年选材示范工程、青少年业余训练科学推进工程、教育国际交流合作工程、教练员队伍建设工程、质量提升工程、组织开展改革试点工程等。为此,要重点改革后备人才培养工作管理体制,健全统筹有力权责明确的后备人才培养管理体制;机制上完善依托教育系统的运行机制,构建多元化人才培养机制,完善业余训练配套奖励机制,建立健全政策法规保障机制,并建立青少年体育发展基本标准、统计制度和绩效评估制度。

Face to the 2016,2020 and 2024 Olympic Games,2012 to 2020 is an important strategic period of China＇s sports development. We must scientifically plan our competitive sports reserve talents cultivation,implement Tomorrow Star Project,and take the sustainable development road. Based on field investigation in Liaoning,Shandong,Zhejiang,Hunan,Henan,Jiangsu,and symposium in some cities,we designed Tomorrow Star Project which includes new force project,competition system reform project,youth demonstration selection project,scientific training advance of youth amateur project,education international exchanges and cooperation project,coach team construction projects,quality improvement project,organize and conduct the pilot reform projects. The points focused on reforming reserve talents cultivation management system,integrating responsibilities of reserve personnel training management system,improving mechanism system which is based on education system,constructing diverse talents cultivation system,improving spare time training prize system,establishing and improving the policy guarantee mechanism,and establishing basic standard,statistical system and performance evaluation system of youth sports development.
