鄱阳湖生态经济区生态资本运营外部性问题研究

生态文明建设作为十八届三中全会以后我国经济发展的主要目标之一,对于国家区域经济的可持续发展具有重要的战略意义。鄱阳湖作为我国最大的淡水湖,在江西省区域生态经济发展中具有重要的战略作用。本文以鄱阳湖生态经济区作为研究对象,立足于经济外部性视角外部性视角,分析了鄱阳湖生态经济区生态资本运营过程中产生的正、负外部性现象,从经济活动社会化、产权界定模糊、信息不对称等方面剖析了外部性问题产生的根源,提出应进一步明确生态资本运营产权、完善生态补偿机制、构建区域信息共享机制,实现鄱阳湖生态经济区生态资本运营外部性"内部化"转化的具体路径。

As one of the main goals of economic development after the 3rd Plenary Session of the 18th CPC Central Committee, ecological progress has an strategic importance for the sustainable development of the regional economy. As China＇ s largest freshwater lake, Poyang Lake plays an important strategic role in the healthy development of the regional ecoeconomy of Jiangxi Province. Based on the theory of Externalities, this paper focused on the ecological capital operations in the Poyang Lake Ecological Economic Zone, analyzed the positive externality and negative externality during the operations, and identified the causes of the externalities such as socialization of economic activity and vague definition of property rights. Finally, it proposed a further clarification of the rights of ecological capital operations, the improvement of ecological compensation mechanism, and the establishment of a regional information sharing mechanism, as to realize the ＂internalization＂ of the externality.
