摘要
近年来美国对日政策的总体趋向,是放手日本摆脱政治约束、在强化军事实力的基础上扮演更重要的安全角色。支持日本"恢复在安全领域的主权权利"以及对中日钓鱼岛争端的表态更具倾向性,是其最新表现。这一政策内含矛盾:它与美国对日总体政策缺乏整合性,与构建中美"新型大国关系"存在结构性、"成长型"冲突,与美国地区战略的其他部分不兼容,与美国对战略整体效果的追求相背离。美国在安全上的"纵日"政策,导致亚太秩序建构失去方向,面临分裂、对立的风险。亚太地区安全中的"日本因素"上浮,安全态势更趋复杂。美国自身也面临战略困境,地区控制力开始受到质疑。
The general trend of U. S. Japan policy in recent years is characterized with easing political restriction on Japan and strengthening its role in security cooperation through military capacity building. The trend has become even more obvious in the second term of Obama administration, with U. S. support for Japan' s "restoration of sovereignty in terms of security" and positions on the disputes over Diaoyu Islands as the new reflection. There is an intrinsic paradox in U. S. Japan Policy, for the reason that the policy, incompatible with American regional policy and the goal of general strategic design, can not be integrated with American overall policy towards Japan and is confronted with U. S. effort of building a new type of partnership between big powers with China. American "indulgence" of Japan in security policy has resulted in the lost of direction of regional order building in East Asia, the danger of division and conflicts and the growing complexity of regional security with the rising of "Japan factor". U.S. itself is also faced with the strategic dilemma, with its controlling power in this region being questioned.
