我国职业足球联赛安保问题研究

Study on the Security of Professional Football League in China

采用文献资料法、数理统计法、问卷调查法和专家访谈法就我国职业足球联赛安保问题进行研究。目前,我国职业足球联赛安保工作主要存在俱乐部赛前风险评估和分级管理机制有待完善、安保工作理念落后、服务各方责权利不明确、安保支出过高、安保配置标准不统一、安全许可依据不客观、收费标准不规范现象和现场安保人员服务意识薄弱等问题。在分析主要原因的基础上提出建立完善的赛前风险评估系统和分级管理及赛后反馈机制、积极推进安保服务市场化、明确服务各方责权利、明确安保配置标准、完善安保设施配置、适度控制安保人员数量、合理降低安保费用等规范职业足球联赛安保工作的对策建议。

Through the research methods of literature review, mathematical statistics, questionnaire and ex- pert interview, the thesis studies the security o{ professional football league in China. It concludes that currently there are some problems with the main security issues of professional football league in China, which include imperfect pre-competition risk assessment system and hierarchic management system, out dated security concept, unclear demarcation of rights and responsibilities between different sectors, high security expenditure, inconsistent security configuration, subjective basis of security permission, irregular charge standard, lack of service consciousness from the security personnel,etc. It suggests that pre-com petition risk assessment system and hierarchic management system should be built, that security service should be marketized,that the rights and responsibilities between different sectors should be clearly de fined, that the security configuration should be unified and perfected,that the number of security person nel should be limited,and that the security expenditure should be appropriately lowered.
